VAT and annual asset tax
VAT depends on the transactions
A non-profit purpose does not create a general VAT exemption. Activities must be assessed: some transactions are exempt under conditions, notably article 44 of the VAT Code, while others are taxable. An association may have mixed activities.
The small-business VAT exemption may apply, subject to conditions and exclusions, where relevant annual turnover does not exceed €25,000 excluding VAT. This is a turnover threshold, not an asset threshold. The scheme does not remove all administrative obligations and generally does not allow input VAT deduction. Starting during the year or exceeding the threshold requires a separate assessment.
Annual asset tax
For associations within scope, taxable assets are valued at their market value on 1 January, including assets abroad. Applicable exclusions, exemptions and permitted deductions must be checked; debts are not generally deductible.
Progressive rates applicable since 2024| Taxable asset bracket | Rate |
|---|
| Up to €50,000 | 0% | | Above €50,000 up to €250,000 | 0.15% | | Above €250,000 up to €500,000 | 0.30% | | Above €500,000 | 0.45% |
Each rate applies only to its bracket. At €50,000 or less in taxable assets, no tax or return is due. Above that amount, filing is annual unless an exemption applies; the former three-year return is no longer a current option.
Returns are filed from 1 January to 31 March before noon, extended to the next working day if that date is a weekend or public holiday. Payment is normally due by the same deadline. Full or partial exemptions depend on the situation and sector: consult FPS Finance and MyMinfin.
